William Fenn Hopkins was an accomplished painter. A graduate of the Art Institute of Pittsburgh, his work received numerous honors and awards over his 40-year career in the arts. His paintings grace the collections of many famous people, including former President Bill Clinton, former U.S. Representative Amo Houghton, fashion designer Tommy Hilfiger, and can be seen in many public collections, including Chancellor's Hall in the New York State Education Building in Albany, New York. Prior to moving to the home of his dreams in the beautiful Finger Lakes Region, Bill for six years also was an elected official and represented the First Council District of the City of Elmira with wisdom, concern, and care. He was a family-oriented person who devoted his life to his wife Carolyn and his two children, Nicholas and Lily. On January 12, 2008 Bill lost a year long battle against cancer. On that date by proclamation Mayor John Tonello, of the City of Elmira commanded that all flags be flown at half-staff for one week in his memory declaring that on that date the City of Elmira lost a true friend. Bill's family have dedicated themselves to continuing to share his legacy and philosophy that the arts are a main source of community wellness and stability.
